Design-then-bid means finishing a complete design before pricing it with builders, which gives you the most control over the design but means the final cost is a surprise until bidding happens. Design-build means the builder is involved from early design, which usually gives you a more realistic running cost estimate as decisions are made but means you're committed to that builder earlier in the process.
Neither approach is wrong, and which one suits you depends on how much you value cost certainty early versus design flexibility early.
